That won't make them stop fighting. In battle, hero's first priority is to make the villain give up. [whether that's by beating their stupid asses until they can't move or talking them down to where they no longer want to fight. the former can usually lead into the latter, while the latter sometimes happens in tandem with the former. bakugo used to only want to deal with the first option and leave with his head held high in victory while the cops peeled the villain off the wall. now... he's still not good at talking to villains during a fight. much rather stop them, then deal with talking.
yuwon's got the idea to put down the means through which the gangs could continue larger-scale battling, but it would only leave them angry and roiling to start again. the core issue wasn't taken care of... and yeah, he knows how crazy that is to strive for. but bakugo doesn't know yuwon's world that much, and why people fight there. personal reasons, on orders, an impulse, who knows? the lov and the mla clashed on a sense of pride and threat; he's not that sure of what all that shit entailed.
