I've got my thoughts. Abnormalities, the... creatures I'm familiar with, can be both man-made in a sense and live naturally outside of the City in a faraway forest. It could be that the kaiju have always been here, sleeping or hidden away, and have recently wanted to reclaim the land they once ruled. Or maybe they've come from a different world all together, just like us.
