I was speaking to Ishmael earlier this morning, and she compared you to a WAW-level threat. She wouldn't elaborate.

The higher it is, the more dangerous the Abnormality is too -- in the sense of its destructive force, how difficult it is to suppress, and how many lives might be lost during suppression. An ALEPH-level Abnormality would be reserved for employees that were thoroughly trained in various suppression techniques, as well as being well-equipped with appropriate gear born from other Abnormalities, but that's a whole other discussion... and a number of them might still die.

The Library's goal is to collect the Light that's currently residing in the people of the City and release it properly this time. Essentially, it's more physical manifestation of hope.
