They would, though it's considered a good thing if it's overcast on the night of Simril. The point is to locate the star associated with one's birth, and being able to find your star on an overcast night is especially lucky.

That's correct, though I'm not sure if the hotel itself was in a new world or just served as a meeting point between many. I also chose to be at the hotel, instead of being brought there by force.
