▶ 001. BE READY.
Despite having two targets, LILITH struggles to get a trace on them. Reports of sightings come in and often follow the same trend: They always appear before heavy rain, can be spotted dipping in and out of the heavy clouds, and always disappear by the time the sun comes out. Gradually, they can paint a more accurate idea of what they’re dealing with as more witness reports start to come in.
What starts off as reports of a large serpent-like creature in Seoul and Busan evolves into definitive reports of pair of dragons. Both are reported to be blue in color before they seem to fade to a dark gray or green color into the clouds. Based on reports, LILITH believes they may be able to camouflage themselves which would explain why they have been difficult to track.
However, LILITH’s Korea branch announces that by tracking the weather patterns and tracing them with residual rift energy, they can predict when the kaiju will appear next. All agents are told to be ready to mobilize at any moment. This means practicing timed emergency drills and sleeping in shifts so they can be ready to move out at any moment.
LILITH Korea decides to save time and reduce workload, they’ll have their own military assist with civilian evacuations. They will work with LILITH Japan’s agents to track the kaiju and provide support while the “specialists” (Outsiders) take care of the main threat.

▶ 002. KAIJU FIGHT - SEOUL.
In the early morning hours, agents in Seoul will wake up to an alarm telling them that an anomaly weather pattern has been detected and a kaiju is due to appear at any moment. Because the kaiju is airborne, they will be sent to one of the highest points in the city: Seoul Tower on Mt. Namsan and Lotte World Tower in the center of the city. Outsiders will be granted permission to go up to the rooftops to strike the dragon.
LILITH Korea will provide air support through nearby Incheon Airport and Seongnam Airbase. Should any Outsiders want to join in, they are welcome to if they can provide credentials… or manage to take a plane.
Eventually, the kaiju will be downed. It will crash into the city and deal heavy damage to buildings as it thrashes around on the ground at first. It will begin to run across the city at high speeds and climb whatever buildings it can. Anyone stationed at Lotte World Tower will have to evacuate quickly as it tries to bring the entire building down. However, it looks like the city is so densely packed, there’s no room for it to take off into the air.

NAME: IMUGI ♂
HEIGHT: 1000 feet across, 30 feet high
WEIGHT: 2000kg
CLASS: Extremely Dangerous
LOCATION: Seoul, South Korea
ABILITIES: Control over weather conditions, including summoning of heavy storms, lightning strikes and hurricanes. Can fly up to 1000 feet. By flying amongst the clouds, Imugi releases chemicals into the atmosphere that bring about acid rain. Armored scales, sharp teeth and claws.
WEAKNESSES: Piercing it in the gaps between its impenetrable scales. There is also a particularly weak spot under its chin that will deal significant damage if pierced.
EXTRA NOTES: Despises humans and hunts them for food and sport. The scales on the male Imugi also seem to have a different color sheen to their scales, but only under a specific type of light.

▶ 003. KAIJU FIGHT - BUSAN.
Meanwhile, Outsiders in LILITH will have to deal with less assistance from LILITH Korea. With the railway out of commission and their air forces focused predominately in Seoul at the moment, there’s just not enough to share with Busan right now.
All seems quiet for now. Civilians and agents tune into broadcasts for updates from Seoul. As they learn more and more about the growing destruction in the capital city, everyone can’t help but wonder… There are two kaiju, right and one of them was last seen in Busan… so where is it?
Finally, around evening, the kaiju appears not in the sky but in the mountains outside Busan. It’s strange but LILITH will order the Outsiders to move out. If it’s on the ground, it may be injured so exercise caution. The mountains are difficult to travel through but eventually, they will find the Imugi.
It is extremely violent and will thrash out at anyone who gets close to it. It downs trees, spits acid, and summons lightning strikes to keep the Outsiders away. It uses it’s camouflage to escape into highway and railway tunnels. Outsiders may be able to infer that despite being unable to fly, it is trying to travel to Seoul.

EXTRA NOTES: From its initial appearance and behavior, specialists believe that this female Imugi could be in preparation to give birth or may have recently given birth. This appearx to be the female counterpart to the kaiju in Seoul— despite them both being the same type of kaiju, likely derived from the same rift, this kaiju seems slightly more agile and openly aggressive.
▶ 004. NO TIME TO REST - SEOUL.
It’s a two-front battle in Seoul and Busan.
Finally, in the late evening hours, the Seoul Team will successfully defeat the Imugi. Lotte World Tower collapses to the ground, bringing down more buildings with it. The water systems in the city are damaged and the streets begin to flood, mixing water with kaiju blood and turning acidic. Some of the evacuation centers were attacked in the chaos so Outsiders will have to rush to evacuate them again.
While it all seems like a standard aftermath, there is no time to rest. Scavengers emerge and try to plunder goods from the destroyed stores. They go into dangerous areas to retrieve luxury goods and expensive electronics they can resell for more Kryptos later.
However, some people have come and are trying to pick the Imugi corpse. They collect blood, rip off scales, hack off claws, and try to take whatever they can get their hands on. They may try to bribe an agent for an organ or to just look away while they pick at the remains. Some agents accept the bribes and others seem to be participating for themselves.
There has always been a black market for kaiju but this is a dragon. Anything they can get will surely sell for a lot of money.

However, around evening, something happens. Everything goes still in the mountains. The air becomes electrically charged, the clouds grow darker, and suddenly the kaiju takes off into the air.
It lets out a loud, high-pitched screech that summons a sudden heavy downpour of acid rain and the sky flashes with lightning that touches down all around the outsiders. The air becomes heavy and some Outsiders may recognize it as a Rift opening up. They may also notice that the Imugi in the sky… is growing? It grows longer and larger and it looks down on the Outsiders with glowing eyes before it disappears into the Rift.
The female kaiju has escaped.
The mountains have been heavily exposed to the Rift which means characters can fall to Rift poisoning. Exposure to the Rift can result in increased headaches, vertigo, irritability and impulsiveness. They will be ordered to retreat for their own health and safety.

▶ 006. DECISION.
With the fight in Seoul completed, and the other Imugi having escaped, all Outsiders will be prompted to return to Seoul in order to regroup. Agents in Busan will have to tend to themselves and make do with what they have until help arrives. With the rail destroyed, aircraft will arrive from Seoul to provide aid and pick up agents in Busan. They will swiftly return to Seoul.
With parts of Seoul devastated by the attack, there won’t be much time to relax in leisure, especially as the higher-ups within LILITH seem to be under several discussions on their recent failure in allowing the second kaiju to escape. While it is the Outsiders who risked their lives on the front line, it isn’t to state that they’re only met with appreciation from the general public.
The branch in South Korea seems to be firm on the Outsiders and all borrowed LILITH operatives to remain in the city and help. Not only has the kaiju left ruin to a lot of the infrastructure in the city but crime has skyrocketed as a result of people trying to capitalize on the destruction. Without assistance, the entire city could fall into anarchy. On the opposing end, the Japan branch wants to prioritize tracking the kaiju while they are still able to, especially considering the Imugi's natural ability to camouflage and move stealthily from one country to another. They fear not acting swiftly will result in losing whatever trace they have.

A few hours after team Busan touches down in Seoul, all Outsiders will receive a message on their oculars. It will briefly explain the current situation and ask each Outsider to cast a vote on their next steps. There are two options that will be settled before them, either to: ASSIST the city of Seoul as best as they can before moving onwards, or to immediately CHASE after the recently escaped Imugi.
While that is happening, Seok Dang will have also disappeared. Considering his long history in the country, he naturally has the most connections. As a result, he is ordered to go out and seek specific pieces of information that the Japan branch isn’t privy to as a whole. While he’s firm on publicly stating he is staying around for a specific idol event (that is most definitely canceled), it’s clear he is attempting to look into the LILITH operatives that have been found dead in South Korea.
While those Outsiders in Busan were hit heaviest by the rift effects, the instability of the dual nature of two kaiju coming and going from Seoul and Busan have led to the presence of rift poisoning in Seoul as well. Because of this, Outsiders will be prompted to sit tight and await further orders while their peers recover.

EVENT BREAKDOWN/RECAP (CLICK TO EXPAND)
1. BE READY: The kaiju have been identified as a pair of dragons. Outsiders must participate in training drills to be ready at a moment's notice.
2. KAIJU FIGHT - SEOUL: Outsiders must take to the air or other high places to bring down Imugi (male). If they can use it, they may have access to aircraft. When the Imugi is brought down, it will take down Lotte Tower with it. The battle will proceed on the ground.
3. KAIJU FIGHT - BUSAN: Outsiders will track the Imugi (female) to the mountains outside Busan. It will not take to the air but Outsiders will run into odd traps that may deter their progress.
4. NO TIME TO REST - SEOUL: After being defeated, scavengers will try to raid the destroyed buildings and remains of the Imugi (male). Some law enforcement, including LILITH agents, seem to be involved.
5. NO TIME TO REST - BUSAN: A Rift opens and Imugi (female) escapes. Characters may be effected by Rift poisoning.
6. DECISION: Outsiders in Busan will sit tight until aid comes by air from Seoul. Busan Outsiders will be transported back. LILITH South Korea wants the Outsiders to help with recovery and keep the peace. LILITH Japan wants to pursue the Imugi (female) while they still have information.

Down! Punched backwards through the air, wind screaming past his ears as he vanishes into a cloud blank with a 'poof' of vapor. It bursts around his back on the other side as Katsuki flips around, blasting a spew of explosions to cut his fall and right himself before he splatters all over the rooftop. Boots slam into the metal surface, skidding backwards a few feet as he drags one hand along the flooring with a smattering of sparks bursting between his fingers. Red eyes flare up towards the beast in the sky above him. Down but not out. Big mistake on that flying lizard's part.]
You scaly bastard. Round 2- [Katsuki cuts off when a familiar voice calls to him and he changes his attention from the dragon to Raidou. A brief flashback to their time together underwater against the orca kaiju. Gems flashing, tails moving, trident spears stabbing. They worked well together in that moment too. It's because of everything they've built up that Katsuki instantly catches Raidou's outstretched hand. Both to help him up, and to-] Give it hell, Raidou.
[YANK! Katsuki twists around on his feet, free hand blasting several small, powerful busts behind him in propulsion. Faster, hotter, tighter, spinning into a quick vortex before Katsuki slings Raidou into the air towards the dragon like a rocket-powered missile. He takes off after him, jumping off the tower before blasting again to avoid any damage to the structure.]

Sword in his hands, as soon as he gets close, he uses his boost to plunge right towards the area on the kaiju's back, between the shoulders. He lands a little further back than he intended, but it's fine. Raidou is so small compared to the gigantic, thickly-scaled creature, that it doesn't even register that he's there yet, sword driven into a scale for something to hold on to.
He waits for the creature to hover, or fly straight. When it does, he withdraws his sword, and propels himself a few feet forward, again and again, driving the sword in each time. Making sure that it doesn't really notice him yet. His other worry is getting hit by an Outsider's attack, so he has to not only keep an eye on what the dragon is up to, but what else might be headed their way.
But, slowly, he starts making his way towards its head.]

Scaling that serpentine creature isn't an easy task, especially with the intermittent wash of rain and clouds whenever the Imugi plunges through its turbulent weather. Katsuki shields Raidou's position, explosions bursting behind him to propel him between an approaching Outsider-hurled stone and blasting it down, or firing off a long-range AP Shot to ward off one of the Korean military planes from the area so it doesn't fire unsuspectingly on his friend.]

Okay, so he can't get to the eye or the neck or the underbelly. Not yet, not like this. But the report from LILITH said in between these thick scales was another way to go, so that's just what he does. Raidou turns the sword over in his hand so he can bring it down in the stabbing motion at the nearest gap. Despite the circumstances, the summoner's aim is uncanny as ever. The sword goes right through, and it doesn't go unnoticed by the gigantic creature. It roars in annoyance at the stab wound, and begins to roil in a way as if to flick this particular biting fly off.
It works - just as Raidou is withdrawing his sword, thinking he might be able to do it a second time, he loses his grip on the damp fur and is blown off by the wind. he goes flying, but eventually is able to right himself with the help of the boots.]

Glowing domes of white, yellow, and orange bloom up on the dragon's body as Katsuki blitzes across a section of it, bombing the entire way. Spitting out explosive rounds like a Gatling gun, he uses the recoil and rising heat to keep himself airborne, breaking away from the strafing run with another explosion to avoid that snapping tail. What the fuck? Nerves seize up at the sound of the dragon's roar and he jerks his attention to its writhing body, especially searching for Raidou.
Scales flicker and a sudden buck sends the other boy sailing through the air. Katsuki shoves an explosion behind him, knowing the summoner has his boots, but not wanting to risk being elsewhere if he needs a backup. He pulls up short with another blast, bouncing in the air near Raidou as his friend hovers with the boots. Those aren't bad...]
You pissed it off. [Given that snapping thrashing head, Katsuki works on another plan.] If we ground this thing, it's going to run. Leave the head to others for now; lets cripple one of its legs at least.

Appendages are smaller. I may actually be able to cause damage there.
[Because he's fairly certain all he's done was give it an annoying needle jab. Maybe a little pissed off, but not enough to slow it down.]
If I can get through the scales on the legs, I might be able to reach a tendon.
[The kaiju is starting to turn, but it's still far off now.]
Give me another boost. No matter where I hit, I can make it to one of the legs.

The skin's thinner around its joints. [That will give them an easier place to attack, as well as bolster their battle in the future if the creature finds itself with a leg out of commission. A needle jab may be annoying, but enough of them can fuck over anything. Death by a thousand cuts.]
I'm gonna get you to its body again. Work towards its leg; I'll join you there. [He may be a great shot, but aiming for that slithering body is a far greater success rate than trying to shoot Raidou into a leg as it rushes past at the same speed.] Hold on.
[Gripping Raidou's forearm in a mutual hold, he repeats the same pivot and spin again, blasting them into a hard rotation before slinging the summoner toward the dragon as it emerges from the cloud. Katsuki aimed for the back half, not wanting to put Raidou up where its head can quickly reach.]

[He's ready to go, and is fired off towards the dragon, using his boots to steer. Katsuki can probably just catch the grin on Raidou's face as he goes. Never does he feel more alive than during a good battle, and this one has got to be one of the more exciting ones he's ever gotten to do.
While he's aiming for landing near its forelegs, the dragon catches a glimpse of the annoying little fly headed his way. Maybe the glint of his sword in the light, maybe the nearby explosions got its attention. Either way, it decides it swat away these pests with its tail.
The good news is with a creature this big, it's easy to see the move coming. The bad news is, Raidou is still getting the hang of starting and stopping with these boots. He manages to dodge the tail hit, not slowing down, but the wind in its wake causes him to veer off course. As the dragon turns away from them, Raidou only has time to send his sword back into his hammerspace gloves, then make a grab for the kaiju's tail. He grabs hold and comes to a stop so sudden, he'll be lucky if he didn't dislocate his shoulders.]

Yeah, definitely the explosions. Katsuki notices the dragon's attention swinging towards them and cusses under his breath. That bastard was supposed to be distracted by the damn planes and other Outsiders targeting it. Another blast shoves him to the side, dodging the swipe of that scaled tail. He misses, but that old saying about the dragon's claws missing but the wind still tears? Katsuki sees Raidou get caught in that real time, avoiding the gash but caught in the current following it.
Shouting Raidou's name, he ducks his head and shoves another burst, diving towards the dragon's flank to try and reach its whipping taul before the Imugi slings Raidou into space. Like a game of crack the whip, it's trying its damnest to shake the clinging burr off.]

He tries to use the boots to slow him down or at least right himself, but easier said than done. It takes several seconds for him to focus on the HUD for the boots on his implant, and by then, he's headed straight towards the roof of a tall building. How fast and hard he hits it depends on how he can manage the boots, and Katskui's possible interference.]

Thankfully those boots work, and Raidou's able to at least fight against the pure speed. Katsuki would've had a harder time reaching him. Explosions concentrate, harder than before, and there's an abrupt detonation of several strange-shaped explosions. Not the usual spike-outlined blasts, but rather four-pointed gleams bursting apart in a cluster of light. Faster, stronger, hotter. Cluster's a relatively new move in Katsuki's arsenal, only having awoken it and honed the evolution of his Quirk a month or so before he came to Neo Tokyo. This is the first time he's had to use it in battle.
The blonde's behind Raidou in a blink, one arm around his chest, the other thrown behind to slam an explosion towards the roof. It's a whiplash redirection, bouncing them to the side and over the edge of the roof while slowing them down drastically. Katsuki's body is solid pressed to Raidou's back, buffering the recoil as more explosions curve the towards a lower roof for a much gentler touchdown.
If Raidou wants to deal with a rain of debris from their skim off the roof above... he might want to look into the falling shower of bricks and roof material.]

A team effort, sort of. Once they come to a stop, however graceful it may or may not be, Raidou stumbles from Katuski's grasp, catching his breath. All he manages to give him for the moment is a nod, while gripping his right shoulder with his left hand.]

Katsuki releases Raidou once they're stopped, using one hand to push himself up to his feet. A quick check makes sure the dragon's still distracted in the sky up there. Good, they can avoid its attention for a bit. He turns his attention back to Raidou, eyes narrowing on his shoulder. Shit...]
Let me see. [He reaches for Raidou's arm. Broken? He's in trouble? Dislocated? He can fix it. Painfully.] Can you feel how bad it is?

Dislocated. [He lets out a shuddered breath, knowing what's coming. It's not the first time he's had to pop something like this back into place, not with his lifetime of combat training. But it probably means he's done for this fight until he can get someone to heal it up for him. He looks to his friend with a miserable expression. It's never fun.]
Can you help fix it? Then I'll go back to base.

Yeah, I know. Get your healing implant started. [That expression on Raidou's face says a lot.] I'll slip it back into place.
[Even if the healing doesn't work as well on the implant's owner, it still works. Katsuki intends to stay next to Raidou to help with the contact requirement as well. He rests his hand on the other boy's shoulder and gently takes hold of his bicep.] I don't know if you'll be able to get back right now.
[The dragon's making a mess everywhere.] Want something to bite down on?

As Katsuki readies himself, Raidou looks away, figuring it's better to not watch and know it's coming, so he doesn't reflexively tense up or flinch. He sees the dragon in the near distance being bombarded, only occasionally reacting to the attacks. It seems like the odds are against them.]
They're so large, and we're so few. How can we ever...
[Raidou closes his eyes tightly, takes a deep breath, and shakes his head lightly. Every moment hurt, reminded of this as he leans against a nearby wall. It'll get better after this. You just got to get through this part first.]
No. Just go.
Friends don't let friends dislocate shoulders.
Not looking is probably a good idea. Katsuki glances up to the dragon as he uses his hands to feel over Raidou's shoulder, carefully finding the telltale dip and sag as well as the firm beneath the muscle. He's only ever had to do this on someone else once, and once on himself, but medical training classes at U.A. prepared their students well. Yaoyorozu's not here for aid, Todoroki's not here with his ice or fire, it's just him and his brain. Preparing, holding, getting it ready.]

[*pop!* ... Like hell was he going to give Raidou's mind time to tense. Bone and joint come together again. Katsuki feels the reunion as much as he hears it. The dual sensations twist his stomach slightly. Gross. But it worked. Back in. Hurts like a bitch at first too. Katsuki moves his hand to Raidou's nape and the other to his forearm, one leg pressing against the summoner's to put three points of contact between them for the healing implant's trigger.]

The healing nanobots are doing their thing, even if they're working better to heal up any injuries Katsuki might have first.
Raidou's already covered in sweat, and catching his breath, but he manages to croak out a few words.]

[A joke? At a time like this? Who'd have thought. then again, maybe it is and maybe it isn't.]

Good. His heart's going fast, not able to completely stop himself from a human worry about potentially fucking that up. He'd done it on models in training, but even with that and his two real-life attempts... that's still only two real-life attempts. In a year and a half. He'd rage if he contributed to a more permanent injury on his friend.
Luckily Katsuki (currently) doesn't have any bad injuries. The plugsuit has kept him safe from the acid rain and the welt on the back of his head from a tail crack isn't going to require a lot of work. No concussion and it stopped bleeding a while ago. Yato caught him before he splattered all over the ground from the fall.
Even with the quiet breath of relief, Katsuki actually laughs. It's a short, slightly-winded little thing, but genuine. Honestly, it probably sounds weird coming from him, a real laugh that's not mocking or mean.] Bring it on, Shashou.
